CIPD HR Software Show 2017

Carval showed its latest and most comprehensive array of fully integrated HR and Payroll software at the CIPD HR Software Show on 14 - 15 June 2017 at Olympia West, London.

A big thank you to all the many visitors to this year's CIPD HR Software Show that took the time to visit Carval on stand H320. In addition to enquiries for HR software and Payroll software there was a lot of interest in Carval's fully integrated Time Management solutions - which include T&A, rostering and timesheets - and also outsourced payroll bureau services.

Organisational structure - the heart of Carval HR Unity

Every organisation has a structure or "establishment" of sorts and the larger the organisation the more complex that becomes. There may be many different companies, at different locations, with different departments and within them, or even across them, different teams of people in different posts doing different jobs.

The importance of posts

Every employee's job description, the skills that they require, their contractual terms, the remuneration and benefits that they receive and who they report to is defined ultimately by the post that they are in. If they change post or job then these things will likely change also.

Here lies the benefit of an establishment-based HR system like Carval HR Unity over a person-based HRIS: all these key details are held against the post so you don't have to re-enter them for every employee that holds that post, or change employees' details every time they change job. This doesn't mean that you lose the flexibility to deal with exceptions - simply that processes run a lot more smoothly with a lot less input from you.

Jennie's Education Payroll Blog - April 2017 - A Guide to the Apprenticeship Levy for Schools

The Apprenticeship Levy came into force this April. Community and VC schools have all had to pay the levy at 0.5% of their pay bill with no allowance as the employer is the Local Authority.

Stand Alone Academies, VA, Free Schools and Foundation Schools Governors are classified as the employer by HMRC and are liable for the Levy if their Annual Gross Niable Pay Bill is estimated to exceed £3 million for the year.  If their pay bill exceeds the £3 million the amount they pay will be 0.5% of their pay bill less the allowance.  For example if their Annual pay bill is £3.5 million Pay bill for April was £291666.70 then the Levy amount due would be £208.33 (over a full year it would total £2500 if there is no change in salary payments throughout the year).

Multi Academy Trusts have to combine the Gross Salary Bill for all schools within their Trust and share the Allowance between them.

Gender pay gap reporting - the clock is now ticking

From 6 April 2017 employers in Great Britain with more than 250 staff are required by law to publish statutory calculations every year showing how large the pay gap is between their male and female employees.

There are two sets of regulations. The first is mainly for the private and voluntary sectors (taking effect from 5 April 2017) and the second is mainly for the public sector (taking effect from 31 March 2017). Employers will have up to 12 months to publish their gender pay gaps.

Employers must publish the following four types of figures annually on their own website and on a government website:

  • Gender pay gap (mean and median averages)
  • Gender bonus gap (mean and median averages)
  • Proportion of men and women receiving bonuses
  • Proportion of men and women in each quartile of the organisation’s pay structure

From 6 April 2017, employers with a paybill of more than £3 million per year will be liable to pay a new apprenticeship levy.

Payroll legislation update: Apprenticeship Levy

The apprenticeship levy was first announced in the Summer Budget 2015 and will come into effect in April 2017.

The Government introduced the levy as part of a drive to train three million new apprentices by 2020, by aiming to replace all taxpayer funding of apprenticeships for companies of all sizes.
